Welcome to the latest edition of the Argyll and Bute Community Planning Partnership Bulletin, a place for sharing items of interest between community planning partners and with our wider network of communities and groups.

Argyll and Bute Outcomes Improvement Plan 2024-2034
The Community Planning Partnership has published the Argyll and Bute Outcomes Improvement Plan 2024-2034, which will provide the focus for its work over the next ten years.

The Outcomes Improvement Plan for 2024-2034 will focus on improving:

Outcome 1: Transport Infrastructure

Outcome 2: Housing

Outcome 3: Community Wellbeing

The Community Planning Partnership Bulletin seeks to spotlight information relevant to each of these outcomes, as well as previously established partnership work.
 
 
 
 
Outcome 1: Transport Infrastructure
 
New Pingo bus for Campbeltown

Campbeltown has a new 16-seater Pingo bus for transporting customers at times or to locations not served by a scheduled bus.
Customers can download the Pingo Rider app or call the Pingo helpdesk on 0141 370 9262 to book a shared bus journey both in Campbeltown and across Dunoon and Cowal.

Consultation on national speed limit changes

The Scottish Government has launched a consultation on proposed changes to speed limits in Scotland for single carriageway roads and for HGVs on single and dual carriageways.
Public and stakeholder participation is invited and the consultation is available on the Transport Scotland website until 5th March 2025.

Outcome 2: Housing
 
Human rights in the Highlands and Islands

A report published by the Scottish Human Rights Commission has highlighted a range of challenges to be overcome to allow residents of the Highlands and Islands to enjoy their human rights in full.
The report highlights a number of housing topics in relation to Argyll and Bute, including second homes, availability of smaller properties, disability-friendly accommodation and housing in relation to large-scale infrastructure projects.

Ministerial statement on Housing (Scotland) Bill

The Scottish Minister for Housing, Paul McLennan, made a statement to the Scottish Parliament on 31st October on the Housing (Scotland) Bill, which is at stage 1 of the process towards becoming an Act.
The statement provides an update on the Scottish Government's intentions to bring forward an amendment to the rent control measures currently set out in the Bill.

Outcome 3: Community Wellbeing
Support sessions on managing musculoskeletal conditions

Versus Arthritis is running two online information and support sessions over the next two weeks for those managing musculoskeletal conditions.
A session on Managing Fibromyalgia will take place on 4th December with a session on Managing Sleep taking place on 10th December.

Community Justice Interventions and Support Directory

Argyll and Bute Community Justice Partnership and Argyll and Bute Third Sector Interface, in conjunction with Community Justice Scotland, are running a number of online sessions to discuss the launch of a new national directory for community intervention and support.
The sessions will also start the discussion on participation in the Argyll and Bute Community Justice three year draft plan which will be available for consultation shortly.
The online sessions, which are primarily for third sector partners, will be held at 10am and 3pm on Monday 2nd December and at 2pm on Tuesday 3rd December.

Met Office Local Authority Climate Service

The UK Met Office has recently launched a new free service aimed at supporting decision making and adaptation planning within local authority areas.

Port Ann and Carradale Grid Supply Points

Scottish and Southern Energy Network is running a consultation on a draft Strategic Development Plan for Port Ann and Carradale Grid Supply Points, the locations at which power is directed to local homes and businesses from the National Grid.
The consultation is open until 6th December.

Community Wealth Building
New Community Wealth Building platform launched

The Economic Development Association Scotland with support from the Scottish Government has launched a new online platform, Community Wealth Building Centre for Excellence.
The platform aims to be an information sharing, learning and guidance hub for supporting the development of Community Wealth Building in Scotland.

OFCOM mobile and broadband checker

OFCOM's mobile and broadband checker allows users to find out the predicted mobile and broadband coverage for their location based on information from the four major mobile network providers and major broadband providers.

Financial Inclusion
Taking Action on Rural Poverty (TARP) project


The Poverty Alliance and Argyll and Bute Third Sector Interface are hosting quarterly meetings online starting on 4th December, giving those involved in addressing poverty or working to reduce the cost of living an opportunity to share practice.
The December meeting will focus on working together in Argyll and Bute to influence policy makers to take anti-poverty action.

Community Planning Improvement Board newsletter

The Community Planning Improvement Board has published issue 2 of its newsletter, aimed at providing an update on the work of the CPIB and sharing good practice in support of Community Planning partners and partnerships working together to improve outcomes for their local communities.
Issue 2 focusses on local coordination for climate funding, guidance for fair funding for the voluntary sector, and good practice in funding prioritisation and decision making.

Customer Services contact preferences survey

Argyll and Bute Council is seeking views on how its customers access services and the ways in which future customer service is developed.
The results will help shape customer service plans and investments over the next 3-5 years and is open until 20th December.

Historic Environment Scotland update

Historic Environment Scotland has launched a new outreach and learning framework, 'Making Sense of Scotland', which has been created to forge deep connections between the heritage of Scotland and its people through diversity, creativity and accessibility.

Historic Environment Scotland is also consulting on a new corporate plan which will inform how the organisation best supports Scotland's heritage sector over the next 3 years.  The consultation closes on 3rd January 2025.
